The Calderdale Framework is a clinically-led workforce development tool for skill sharing and skill delegation. It was developed in the NHS, UK for managing safe and effective workforce re-design within multidisciplinary teams. The tool has since been used and evaluated in many allied health services in the UK for more than a decade and has been used state-wide in Queensland Health settings since 2011. In 2014, a decision was taken by the South Island Directors of Allied Health to implement the Calderdale Framework in South Island District Health Board (DHB) settings, beginning with the training of Calderdale Framework Facilitators and the commencement of pilot projects in each DHB.
This paper presents the South Island experience to date, focusing on how the Calderdale Framework methodology is being applied to support Allied Health practice across the region given workforce challenges and geographical spread. In addition to discussion of local projects, the paper highlights some of the challenges in achieving these service changes and key enablers within the framework itself and within the regional approach taken.
Jane George is the Associate Director of Allied Health for the West Coast District Health Board (DHB). Jane is a credentialed Calderdale Framework Facilitator and is leading Calderdale Framework project work in her DHB.
Anne Buckley works within the South Island Workforce Development Hub as an Allied Health Facilitator/Project Manager. Her key role is the support of the South Island Allied Health Implementation of the Calderdale Framework through regional coordination.
Hilary Exton is the Director of Allied Health, Nelson Marlborough District Health Board. In addition to being part of the governance group for the South Island Allied Health Implementation of the Calderdale Framework, Hilary is one of the first two credentialed Calderdale Framework Practitioners in New Zealand.
